NBC Issues Loan Relief Measures for Citizens Affected by Border Conflict

In response to ongoing unrest along the Cambodia–Thailand border, the National Bank of Cambodia (NBC) has issued new directives requiring banks and financial institutions to extend loan relief to those most affected — including frontline soldiers, displaced civilians, and migrant workers returning home.

The initiative follows a call from Prime Minister Hun Manet and reflects coordinated efforts involving the Association of Banks in Cambodia (ABC) and the Cambodia Microfinance Association (CMA).

What the Relief Measures Include

Under the NBC’s instruction:

  • For displaced civilians and returned migrants: all credit-related fees and penalties are waived; interest payments suspended and principal repayments postponed until 31 October 2025, with no capitalization of unpaid interest.
  • For soldiers serving on the battlefield: fees and penalties are waived for a six-month period, and loan repayments (interest + principal) are deferred until 31 January 2026, also without interest capitalization.
  • For disabled soldiers wounded in conflict: in addition to the deferred payments, loans up to 10 million riel are forgiven.
  • For families or co-borrowers of fallen soldiers: loans up to 80 million riel are written off.
  • General credit restructuring: banks are encouraged to apply existing restructuring rules for other borrowers in financial difficulty.

Furthermore, financial institutions are urged to consider additional support — especially for returning migrant workers from Thailand and other war-impacted individuals — depending on capacity.

Impact and Sector Response

According to a recent estimate by a banking leader, the credit impact on Cambodia’s banking sector due to these relief measures is around USD 20 million.

Despite this, banks maintain that the burden is manageable — especially when relief is spread over a six-month period — and does not threaten overall sector stability.

Analysts note that such action underscores how the financial sector is playing a stabilizing role in the face of national crisis, supporting vulnerable populations during a time of significant hardship.

Why This Matters

The measures by NBC — including waiving fees, suspending payments, and partially forgiving debts — provide crucial breathing room for those whose lives have been disrupted by the border conflict.

For displaced civilians and returnees, the relief may prevent additional financial distress at a time when livelihoods and incomes are uncertain. For soldiers and their families, especially those wounded or fallen, debt forgiveness is a tangible sign of state support and recognition of their sacrifices.

At the same time, these relief steps highlight the broader social role of Cambodia’s banking sector: beyond profit, financial institutions are being asked to help cushion the impact of national crises, showing solidarity and resilience.
