Repatriation of 323 Chinese Nationals After Telecom Fraud Crackdown in Phnom Penh

Phnom Penh — Cambodian and Chinese authorities have jointly repatriated 323 Chinese nationals suspected of involvement in telecommunications and online fraud operations after months of intensified crackdowns on scam networks based in the Cambodian capital.

The mass repatriation occurred on 27 February 2026, when the suspects were formally transferred to Chinese custody as part of coordinated enforcement efforts aimed at dismantling cross-border criminal syndicates that have exploited Cambodia as a base for fraud operations.

A High-Profile Law Enforcement Operation

Cambodian authorities have dramatically stepped up actions against online scams and telecom fraud throughout the past year, reflecting growing domestic and international pressure to curb cybercrime. Law enforcement agencies have conducted sweeping raids across Phnom Penh and in provinces, arresting numerous foreign nationals suspected of orchestrating complex scam networks.

In recent weeks, police detained dozens of suspects in Phnom Penh amid broader operations targeting technology-related fraud, including romantic scams and investment schemes. These efforts have seen phones, computers, and other electronic equipment seized as evidence.

This repatriation adds to a series of similar cross-border law enforcement actions in the region. Reports from neighboring countries show continued cooperation with Chinese authorities in returning suspects linked to telecom fraud operations operating outside China’s borders.

Regional Context and Cross-Border Cooperation

Telecom and online fraud operations have been a growing concern across Southeast Asia, with many syndicates exploiting lax enforcement, cheap internet infrastructure, and overstretched local agencies to set up expansive scam compounds. Over the past several years, Chinese law enforcement has pursued aggressive crackdowns on organized fraud rings, particularly those operating in border regions with Myanmar and Cambodia.

International cooperation has been a cornerstone of these efforts. In addition to the Phnom Penh operation, authorities in neighboring Laos and Myanmar have also engaged in repatriations and prosecutions targeting large groups of suspected fraudsters, illustrating a shared regional commitment to combating telecom and cyber-enabled crimes.

Authorities Vow Continued Action

Cambodian officials have reiterated their resolve to eliminate illegal online scam networks entirely. The Secretariat of the Commission for Combating Online Scams (CCOS) and other law enforcement bodies are actively pursuing remaining ringleaders and evaluating financial flows tied to these operations.

While many suspects have been repatriated or detained, authorities have acknowledged that some key figures remain at large, frequently shifting tactics or relocating to evade capture. The government has pledged to maintain pressure until these networks are fully dismantled.

As the national and international crackdown continues, this latest repatriation serves as a stark reminder of the scale and complexity of telecom and internet fraud — and the cooperation required to confront it effectively.
